New Modern Homes and Liveable Housing Provisions Under the National Construction Code

As of October 1, 2024, significant updates to the National Construction Code (NCC) have commenced in South Australia and are setting a new standard for the design and construction of new residential buildings including individual apartments. The introduction of the Modern Homes provisions represents a significant step forward in ensuring that homes are more comfortable, accessible, sustainable, and adaptable to the evolving needs of an ageing population and changing family dynamics.

One of the key provisions is the introduction of the liveable housing design standard, which requires homes to be built with greater accessibility in mind. Design features including elements such as wider doorways and hallways, step-free access, at least one sanitary compartment (Toilet) located downstairs, at least one shower with a step free entry and the reinforcement of walls for future installation of grab rails in bathrooms and sanitary compartments are now mandatory. This is a crucial step toward creating homes that can adapt to the needs of aging residents and people with mobility challenges or other physical impairments.

In addition to improved accessibility, the NCC Modern Homes provisions also focus on energy efficiency and sustainability. New homes are now required to meet more stringent energy efficiency guidelines, aiming to reduce energy consumption and lower carbon footprints. This includes increasing thermal performance requirements up from 6 Star to 7 Star energy ratings to significantly improve comfort for residents. A new whole-of-home annual energy use budget to help guide the selection of more efficient heating and cooling equipment, hot water systems, lighting and swimming pool and spa pumps.

For those people considering alterations or additions to an existing home the implementation of the above provisions will not come into effect until May 1st, 2025. The specific requirements applicable to alterations and additions to an existing dwelling will be specified in Ministerial Building Standard 013 Application of NCC modern homes provisions to existing Class 1 Buildings. Further information on any changes and the implementation of MBS013 will be made available in early 2025.
